The Public Works Committee of the Salem County Board of County Commissioners invites sealed Proposals and Qualifications for Professional Services for PORCHTOWN ROAD, COUNTY ROAD #613. DESIGN AND PERMITTING OF STORMWATER MANAGEMENT IMPROVEMENTS AND ROADWAY RESURFACING FOR THE COUNTY OF SALEM.

A “Request for Proposal and Qualifications” (RFP/RFQ) document may be obtained daily between 8:30 AM and 4:30 PM from the Salem County Engineer’s Office, Fifth Street Complex, 110 Fifth Street, Suite 600, Salem, New Jersey 08079, it can be mailed on telephone request to (856) 935-7510, extension 8534 or e-mail request to diana.ford@salemcountynj.gov *protected email*

Proposals shall be made in the manner prescribed. The Proposal shall be enclosed in a sealed envelope bearing the legend, PROPOSAL and QUALIFICATIONS for Professional Services for PORCHTOWN ROAD, COUNTY ROAD #613. DESIGN AND PERMITTING OF STORMWATER MANAGEMENT IMPROVEMENTS AND ROADWAY RESURFACING FOR THE COUNTY OF SALEM, on the outside along with the Name and Address of the Firm. The State of New Jersey does not currently permit Proposals to be accepted by e-mail or other electronic transmission. The Proposal shall be returned to the Salem County Engineer’s Office on or before 11:00 AM prevailing time on WEDNESDAY, January 24, 2024. The Proposals will be opened by the County Engineer. Late Proposals will not be considered.

Salem County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. § 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

This proposal is being solicited through a “Fair and Open” process in accordance the N.J.S.A. 19:44A-20.4 et seq.

Firms are required to comply with the requirements of P.L. 1975, C. 127 (NJAC 17:27, et seq) Affirmative Action and P.L. 1977, C.33 (N.J.S.A. 52:25-24.2) Corporate Disclosure. Firms must abide by the New Jersey Prevailing Wage Act, P.L. 1963, Chapter 150.
