Notice is hereby given that the Public Works Committee of the Board of County Commissioners of the County of Salem will receive sealed Bids for the “2023 Local Aid Infrastructure Fund Hook Road, County Road #551, Reconstruction For The County Of Salem” in accordance with the Plans and Specifications, therefore.

Plans and Specifications for this Project are on file in the Office of the Salem County Engineer, 110 Fifth Street, Suite 600, Salem, New Jersey 08079. Plans and Specifications may be inspected during regular business hours, Monday to Friday, 8:30 AM to 4:00 PM. Copies of the Plans and Specifications will be distributed upon proper request to the County Engineering Office via phone (856) 935-7510 extension 8534 or e-mail request to diana.ford@salemcountynj.gov *protected email* .

Bids must be submitted on standard proposal forms in the manner designed within the specifications. Bids must be submitted in sealed envelopes bearing the name and address of the Bidder on the outside along with the Project being bid.

Bids will be opened and read in public at the Salem County Engineer’s Office, 110 Fifth Street, Suite 600, Salem, New Jersey 08079 on Wednesday, March 13, 2024 at 11:00 AM, prevailing time. The Bids will be opened by the County Engineer. All Bids must be received on or before the scheduled time. Salem County is not responsible for late delivery of Bids. Late Bids will not be considered. Bids must be accompanied by a Certified Check for Ten Percent (10%) of the amount Bid, or an acceptable Bid Bond. A Consent Of Surety from an approved Surety Company must also be submitted with the Bid.

This Bid is being solicited through the fair and open process in accordance with the requirements of N.J.S.A. 19:44A-20.4, and shall be in conformance with the applicable requirements of the “Local Public Contracts Law,” N.J.S.A. 40A:11-1 et seq.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action Statute and Regulations), N.J.S.A. 34:11-56:27 (the Prevailing Wage Act) and 42 U.S.C.A. 12101 et seq. (the Americans with Disabilities Act).

All Bidders must comply with N.J.S.A. 52:25-24.2 (P.L. 1977, c.33) and submit a Disclosure Statement listing stockholders with their submitted bid.

All Bidders must provide a copy of their State of New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, along with copies of the State of New Jersey Business Registration Certificate of all sub-contractors, prior to the award of the bid in accordance with such act. All Bidders, are hereby notified they must comply with N.J.S.A. 34:22-56.48 et seq. (the Public Works Contractor Registration Act) and any subcontractors are to be registered under said Act.

The award of this Contract shall be made subject to the necessary moneys to do the work being provided by the County of Salem in a lawful manner. The contract to be executed by the successful Bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the County of Salem in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work.

Right is reserved to reject all Bids received and to limit purchases to funds available, in accordance with applicable law.

In lieu of dropping off Bid documents in person we strongly request you to use the US Postal System – Certified Mail, “Fed Ex”, “UPS” or other mail delivery service that will be able to confirm receipt of delivery. Salem County continues to receive mail and deliveries on a daily basis.
