Public Notice

Notice is hereby given that the County of Union will receive qualification proposals on October 25, 2022, at 11:30 A.M. EDT in the Union County Administration Building, 10 Elizabethtown Plaza, County Counsel Law Library, 5 th Floor, Elizabeth, NJ, for the provision of:

Medical Director Pediatric Immunization Clinic Union County – Immunization Center

Term of Qualification Period –January 1, 2023 through December 31, 2023

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4.

***Proposal delivery is strongly encouraged to be made by Commercial Mail Carrier (USPS, FEDEX, UPS) so that tracking information is confirmed. Hand deliveries to the Administration Building will be received but without a receipt of confirmation. Proposals must be delivered to reach Carolyn Sullivan Kropp, Esq., Office of the County Counsel, Union County Administration Building, 5 th Floor, 10 Elizabethtown Plaza, Elizabeth, New Jersey 07207 no later than 11:30 A.M. EST on October 25, 2022.

Requests for Proposals may be obtained by:

  1. Downloading the proposal from the County’s Webpage ( ucnj.org ); directly by visiting ( http://ucnj.org/vendor-opportunities/rfqs-and-rfps/current/ ) beginning on September 22, 2022; or
  1. Proposals may be mailed upon request by calling the Office of the County Counsel at (908) 527-4250.

The County of Union is requesting qualifications proposals from qualified Physicians to provide clinical team leadership to nurses and other staff in the Union County Pediatric Immunization Clinic in Elizabeth. This shall be a Professional Service Contract for a full-time Physician with a valid New Jersey license as an MD/DO in the State of New Jersey by the State Board of Medical Examiners; current DEA, CDS required; current CPR (pediatric advanced life support) Certification preferred; valid Driver’s License, current immunization record; current PPD; and must be able to maintain current credentialing and privileging requirements. Details of the position include:

  • Consulting and/or Attending coverage 24/7, 365 days.

Duties include, but are not limited to:

Director Duties:

  • Provides medical direction and administration including, but not limited to, developing clinical practice guidelines and standing orders.
  • Supervising staff.
  • Performing quality assurance activities.
  • Participating in medical care meetings.
  • Establish positive relationships with local medical community and attends local medical society functions as required.

Physician Duties:

  • Reviews and audits documentation of the medical record to assure accuracy and legibility on the medical record.
  • Performing as a member of the medical team.

Position Qualifications include, but are not limited to:

  • Skill in providing excellent customer service and support; organizing and prioritizing workload and; excellent written and verbal communication.
  • Ability to interact effectively and professionally with persons from diverse cultural, socioeconomic, education, racial, ethnic and professional backgrounds.
  • Ability to work effectively with managers, co-workers, members of the public and professional groups.
  • Ability to communicate effectively, clearly, concisely with others (internal and external, both verbally and in writing), consistently demonstrate positive/proactive customer service attitude. Consistently maintains ethical behaviors exemplary of quality public service and fair standards, inclusively, among all employees and members of the public.
  • Ability to work as effective team member; function independently, exercise sound judgement and initiative; maintain confidentiality; establish and maintain effective interpersonal work relationships, effectively assist providers, work towards goals and objectives of draft priorities.
  • Ability to receive constructive feedback including evaluation of provider’s productivity and practice attributes.
  • Other duties as assigned, including but not limited to providing education, quality review and/or other activities.
  • Follow Clinic practice guidelines including adhering to the immunization policy and the mission, vision.

Minimum qualifications include, but are not limited to:

  • Ability to perform responsibly, satisfactorily with or without reasonable accommodation. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties of the position.
  • Ability to understand that safety is a condition of employment. Unsafe acts or conditions will be reported to the County Supervisor.
  • Must be computer literate with ability to enter information.
  • Must be able to read, write and speak English.

Proposals will be evaluated in accordance with the criteria set forth below. Each proposer that meets the requirements set forth (in the sole judgment of the County). All Medical Staff must pass the credentialing process prior to seeing any patients.

All professionals interested in being considered must submit one (1) copy of their Curriculum Vitae in a SEALED envelope LABELED “Union County Pediatric Immunization Clinic – Medical Director” no later than 11:30 A.M. on October 25, 2022.

Curriculum Vitae may be submitted prior to the opening by submitting the sealed Vitae to the attention of: Carolyn Sullivan Kropp, Assistant County Counsel, County Administration Building, 10 Elizabethtown Plaza, Elizabeth, NJ 07207. Envelopes must be sealed and labeled “RFQ – Union County Pediatric Immunization Clinic – Medical Director.”

The County will not be responsible for late delivery by the U.S. Mail or any other carrier. Hand delivery of proposals are strongly discouraged due to public restrictions. If delivered by hand, you will not receive confirmation of delivery. No late proposals will be accepted. Proposals submitted by fax or e-mail will not be accepted.

All proposers will be evaluated using the following factors:

  • Relevance and Extent of Qualifications.
  • Knowledge of a public health or community clinic setting, previous work experience as a Medical Director, completion of an accredited primary care residency program, or Board Certification (or eligible) in Pediatrics or Family Medicine, Internal Medicine.

All proposers MUST have current New Jersey licensures, malpractice insurance with $1,000,000/$3,000,000 minimum, the ability to perform the duties assigned and must provide coverage 24/7, 365 days to be considered for the Union County Pediatric Immunization Clinic.

All medical staff MUST submit a Business Registration Certificate (BRC) from the State of New Jersey if the value of their contract exceeds $5,400.00 during a 12-month period.

Proof of business registration shall be:

  • A copy of a Business Registration Certificate issued by the Department of Treasury, Division of Revenue; or
  • A copy of the web printed version provided by the NJ Division of Revenue.

In addition, all medical staff MUST comply with producing Affirmative Action evidence if the value of their contract exceeds $36,000.00 during a 12-month period.

General Requirements of P.L. 1975, c. 127 – All successful vendors must submit one of the following:

  • A photocopy of your Federal Letter of Affirmative Action Plan Approval;
  • A photocopy of your Certificate of Employee Information Report; OR
  • A completed Affirmative Action Employee Information.

If the medical staff does not produce the above once the applicable thresholds are reached, the County cannot issue payment and this could delay the payment process.

Proposers provide services as a consulting and/or attending practitioners.

The Board of County Commissioners reserves the right to reject any and all proposals, to waive any informality in the RFQ process, and to accept any proposals which, in their judgment, are most advantageous, price and other factors considered, and will best serve the interest of Union County.

Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27.
