The purpose of this notice is to inform interested parties that Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Globecomm Systems, Inc. (Globecomm) for the contract requirement for the procurement of three Globecomm Systems, Inc. (Globecomm) turn-key Ku-band ground station satellite communications systems and incidental support services to include installation, integration, and testing of the satellite terminal, system, network, and service. It’s anticipated that this will be a Firm Fixed-Price contract.

Only the Globecomm Ku-Band ground station satellite communications systems have passed testing and can meet the Department of Defense (DoD)’s requirement for Ku-band satellite communications infrastructure. Currently, all Ku-band ground station satellite communications systems installed at the DoD sites are the commercial Globecomm integrated solution, which includes a monitoring and controlling software proprietary to Globecomm.

THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate under the authority of 10 USC 3204(a)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. Responses by phone or fax will not be accepted. The Government will not pay for any information received.
