Description

This is a combined synopsis/solicitation issued by the United States Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Directorate of Science and Technology (S&T) Office of National Laboratories (ONL) Transportation Security Laboratory (TSL) for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation number 70RSAT23Q00000041 is being issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2023-04, effective June 2, 2023. This announcement constitutes the only solicitation. Quotes are being requested and may result in a corresponding Firm Fixed Price (FFP) Purchase Order (PO).





This procurement is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. The applicable North American Industry Classification System (NAICS) code is 334519 for Other Manufacturing and Controlling Device Manufacturing. The applicable Product Service Code (PSC) is 3422 for Rolling Mills and Drawing Machines. A description of the requirement is detailed in the Contract Line Item Number (CLIN) below.





CLIN 0001





A two-roll mill to be used for compounding and calendaring simulants and other compounds with the following salient characteristics:






  • Removable roll-mill sub-assembly;

  • Contain two rolls with a diameter of 3” to 6” and the length of 8” to 12”;

  • Variable speed up to 25 RPM;

  • Variable heating element capable of reaching 200°C;

  • Mixing volume of 200mL or greater;

  • Adjustable gap opening of rolls fom 0.01” to 0.18”;

  • Emergency stop buttons and kick plates;

  • 24 volts direct current output for external alarm;

  • Portable (mounted on wheels or with a cart so that it can be easily moved by one person);

  • Dimensions: Width under 60”, Height under 60”, and Depth under 30”;

  • Weight: Less than 650 pounds;

  • One year warranty for parts and labor;

  • Shipping: Free-on-Board (F.O.B.) Destination; and

  • Delivery: 60 days (on or before 11/30/2023).

Evaluation and award, if any, will be on a Lowest Priced Technically Acceptable (LPTA) basis. “Technically Acceptable” is defined as quotes that match or satisfy the salient characteristics detailed in CLIN 0001 above. All compliant Technically Acceptable quotes received before the due date and time will then be evaluated based on price. Adjectival ratings, confidence ratings, and any best value tradeoff analysis will not be used.
