Description

This is a combined synopsis/solicitation issued by the United States Department of Homeland Security (DHS) Office of Procurement Operations (OPO) on behalf of the DHS Directorate of Science and Technology (S&T) Office of National Laboratories (ONL) Transportation Security Laboratory (TSL) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation number 70RSAT23Q00000044 is being issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2023-04, effective June 2, 2023. This announcement constitutes the only solicitation. Quotes are being requested and may result in a corresponding Firm Fixed Price (FFP) Purchase Order (PO).





This procurement is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. The applicable North American Industry Classification System (NAICS) code is 334516 for Analytical Laboratory Instrument Manufacturing. A description of the requirement is detailed in the Contract Line Item Number (CLIN) below.





CLIN 0001





Particle size sample holder accessory that is compatible with a Malvern Panalytical Inc. Mastersizer 3000 laser diffraction system (serial number MAL1224270) on a brand name or equal basis on a FFP basis. This Hydro Small Volume (SV) Liquid Sample Dispersion Unit (corresponding to Malvern product ID number MAZ3100) must be designed for applications where very small samples need to be measured, or where there is a requirement to minimize dispersant use and includes a 6 ml measurement cuvette. Additional specifications are as follows:





• Hydro SV consumable kit (corresponding to Malvern product ID number MAZ4160);



• Software controlled magnetic stirrer for dispersion control;



• Stirrer speed of 0 rpm and 500 - 1800 rpm;



• Sample volume that is less than or equal to 10 ml;



• Maximum particle size of 200 microns;



• One-year warranty; and



• Shipping (Free on Board (F.O.B.) Destination).





Quotes, including complete specifications and price, must be e-mailed to Contracting Officer Robert Marosz at Robert.Marosz@hq.dhs.gov and Contract Specialist Jason Rios at Jason.Rios@hq.dhs.gov on or before 10:00 a.m. Eastern Time on 09/28/2023. Late submissions will not be accepted.





Evaluation and award, if any, will be on a Lowest Priced Technically Acceptable (LPTA) basis. “Technically Acceptable” is defined as quotes that match or satisfy the product ID number and specifications detailed in CLIN 0001 above. All compliant Technically Acceptable quotes received before the due date and time will then be evaluated based on price. Adjectival ratings, confidence ratings, and any best value tradeoff analysis will not be used.
