Description

This is a combined synopsis/solicitation for delivered meals in support of the New Jersey Army National Guard Soldiers and their families for three (3) Yellow Ribbon events. Requirement includes a combination of hot lunch and refreshments. The daily menu will be in accordance with the references and industry standard, commercial restaurant menu guidelines found in the attached Statement of Work. The vendor will follow the required menu outlines which will include required components for a nutritionally balanced meal that contain wholesome and nutritious products, and follow the USDA Choose My Plate guidelines. The vendor will follow and comply at all times with food sanitation and food safety guidelines found in the FDA Food Code dated 2013. NO THIRD-PARTY VENDORS WILL BE CONSIDERED FOR AWARD. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This procurement is reserved for Small Business. The NAICS code is 722320. Basis for award is Price. Past Performance will be evaluated although will be a less significant evaluation factor than Price. The government intends to issue a single award but may issue multiple awards from this solicitation if it is determined to be in the best interest of the government. Award may be made without discussions. The following commercial items are requested in this solicitation:





CLIN 0001: Lunch & Refreshments- Yellow Ribbon Event – 2 December 2023 (QTY: 330 EA.)- Fort Dix (JBMDL), NJ



CLIN 0002: Lunch & Refreshments- Yellow Ribbon Event – 3 December 2023 (QTY: 220 EA.)- Bordentown, NJ



CLIN 0003: Lunch & Refreshments- Yellow Ribbon Event – 9 December 2023 (QTY: 555 EA.)- Fort Dix (JBMDL), NJ



Required meal items are provided in the attached Statement of Work. Please include sample menu with quote.



To be quoted as Unit Price and Total Dollar Amount.



NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency’s Protest Decision Authority, but not both, in accordance with NG protest procedures.



To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
