The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, anticipates the award of a Firm Fixed-Price (FFP) contract on a limited competition basis between Elbit Systems of America, LLC (CAGE 4QDX7), or an authorized distributor, Atlantic Diving Systems (ADS) Inc (CAGE 1CAY9), for the procurement of two (2) ALM-288 Countermeasure Dispenser Test Sets, P/N: 188110-7001, NSN: 4920-01-423-4674, to support the KC-130J Foreign Military Sales (FMS) Kuwait Program.
The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALS.
However, the Government will consider all responses received within fifteen (15) days after the date of publication of this synopsis. Active registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration for award of any Department of Defense contract. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above. Information provided herein is subject to change and in no way binds the Government to solicit for, or award, a contract. Responses must be received within fifteen (15) days of publication of this notice via email, no later than 29 November 2023 at 11:00 A.M. EDT to Mairen Flanagan at mairen.e.flanagan.civ@us.navy.mil. Content should be limited to ten (10) pages.
