Description
This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05

The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 41.5 million.

STATEMENT OF WORK
New Jersey VA Medical Center

TITLE: Leica CM1860 UV Cryostat
The requirement is to purchase one cryostat for the VA Medical center East Orange, New Jersey, 07018. This is used by the pathologist to make diagnosis during surgery (intra-operative). This is an immediate need for the histology section of the Pathology and Laboratory Medicine Service.
BACKGROUND:
Cryostat is used for the intra -operative consultation (In-surgery). A cryostat is a high precision machine that maintains the cryogenic temperature of samples or devices that are placed inside it. Cryostat is used for frozen section. The frozen section of tissue is the rapid tissue section prepared by cooling the tissue with the help of a freezing element to provide an immediate report of the tissue sample
Cancer diagnostics relies on reproducible section quality within minutes. A Leica cryostat CM 1860UV must be purchased to ensure compatibility, consistency, functionality, familiarity, and uniformity with existing equipment since tissue specimen can be interchangeably cut with these instruments when needed during the intra-operative consultation (during surgery). Having the same brand from the same vendor makes it easy to reproduce high quality tissue section in which cancer diagnosis relies on. The same brand as our existing one (Leica CM 1860UV) gives the confidence to consistently produce quality section that help provide an accurate diagnosis.
BASIC REQUIREMENT:
New Jersey VAMC, Pathology and Laboratory Medicine department has a requirement for one cryostat.
It must be the same with the existing model we currently have. This will make it easier to use extra parts we have on hand from current Leica cryostat. These parts are blade holders and block clamps. This will reduce a delay in patient care should a repair need to be made.Â
Must have UV light for decontamination of the instrument after each use.
Must have features which facilitate alignment/orientation of blocks that have been previously sectioned on the second instrument we have (Leica). Precision orientation to align blocks cut on other instruments minimizing tissue loss during cutting. The same model also helps with the work-flow since frozen tissue specimen can be taken from one instrument and cut in another instrument during procedure
Having all identical models allow the staff to rotate to different stations with confidence during procedures and also allowing more efficient training of new hires.
The lab already uses Leica equipment. It will require minimal training for the staff.

4. PRODUCT QUALITY
All products offered to New Jersey VAMC, Pathology and Laboratory Medicine Service must be of the same consistent high quality as would be offered to the general commercial public in the United States. It must be a new unit, not refurbished or demo unit.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

The following are the decision factors: Lowest Price Technically Acceptable (LPTA)

The award will be made to the response most advantageous to the Government.
Responses should contain your best terms, conditions.

To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
