13. Description:

The United States Coast Guard (USCG) Research and Development Center (RDC) intends to solicit and award a HUBZone set-aside, sole-source, fixed price, Purchase Order to: Elastec, Inc., Carmi, IL. UEI: XF4NUZH88QY6. With the authority of FAR 19.1306(a) HUBZone sole-source awards and 6.302-5 Authorized or required by statute. The North American Industry Classification System (NAICS) Code is 562910, Oil spill cleanup services. The proposed solicitation number 70Z02323QRD0PR096 is assigned for tracking purposes.

Description of the requirement: The requirement will include the contractor providing and delivering the Kvichak vessel and skimmer system and staff for Government testing and e valuating the Kvichak vessel and associated skimmer system at the National Oil Spill Response and Renewable Energy Test Facility to better understand skimmers’ effectiveness in recovering spilled dielectric fluids when spilled in open waters with waves over one foot. Extensive market research found that the Kvichak vessel and skimmer system is the only one capable of operating in the open ocean with waves over one foot. The estimated value of this procurement is less than the SAP threshold. Therefore, it has been determined to be in the best a sole source Purchase Order will be awarded to Elastec, Inc.

No solicitation package will be issued on SAM.gov. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement demonstrating the qualifications of their vessel and skimmer systems to be capable of operating in the open ocean with waves over one foot. Only capability statements received before the stated dead will be considered by the agency. Information received will be solely considered for the purpose of determining whether to conduct future competitive procurement(s).
