Description

Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor wishes to solicit proposals in response to Request for Proposal (RFP) 22-045 for a qualified and capable Architect-Engineering firm to provide design and construction administration services for the Critical Infrastructure Recovery & Renewal (CIRR) Project located at Princeton Plasma Physics Laboratory, 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ.



Princeton Plasma Physics Laboratory (PPPL) has developed a long‐term initiative to make mission critical improvements to offices and lab facilities. These improvements are needed to support PPPL’s unique and distinct competencies and close existing capability gaps that support the laboratory programs. The Critical Infrastructure Recover and Renewal (CIRR) project was developed under this long‐term initiative to replace old degraded systems and make critical repairs, replacements, and modernize several critical infrastructure systems such as:



1. Chilled Water Generation



2. Communications Distribution Network



3. Electrical Distribution and Standby Power



4. HVAC Systems



5. Underground Distribution Network



All design work is anticipated to start Q4 FY23 and conclude Q1 FY25. It is anticipated that the design team will deliver all necessary construction documents for CD-3 no later than Q1 FY25. Construction administration phase will start Q2 FY25 and run through Q1 FY28. The estimated magnitude of construction is between $45M and $55M. PPPL intends to utilize the construction manager as general contractor (CMGC) project delivery method for the construction subcontract. PPPL contemplates award of a firm fixed-price subcontract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. As a mandatory requirement, potential offerors must have completed a minimum of two infrastructure projects similar to CIRR scope with construction cost of at least $30M for Architectural-Engineering Design Services for Governmental, University and/or Science Technology clientele.



The applicable NAICS code is 541310, Architectural Services. The associated size standard is $8.0M. The proposed procurement is unrestricted (full and open competition).

Subcontract award, if any, is contingent of full project funding from the Department of Energy.



This announcement shall not commit PPPL to issue a subcontract for this effort, or to pay any costs incurred by offerors in the preparation and submittal of proposals in response to this RFP.
