This is a Request for Information (RFI) synopsis for written information only.





The United States Navy (USN) has a requirement to perform Depot Level Maintenance on CH-53K aircraft utilizing a Jet Engine Blade tip and Case Match Grinding Cell. Existing Naval machinery does not support the required capabilities for T408 Grind & Balance.





The Naval Air Systems Command PMA261 CH-53K Support Equipment Team located in Lakehurst, NJ is seeking information about the capabilities of industry to provide a Commercial Off The Shelf Jet Engine Blade Tip and Case Match Grinding Cell for the current T408 engine. The total inventory of one Jet Engine Blade Tip and Case Match Grinding Cell is planned to be procured.

Information is sought from industry regarding Jet Engine Blade Tip and Case Match Grinding Cell capabilities. Please provide the following information about any Jet Engine Blade Tip and Case Match Grinding Cell systems capabilities that is a product, or combination of products, supplied by your company or organization, to other Department of Defense (DoD) or foreign military services, Navy aircraft depots or commercial industry. We are requesting the following details:






  1. A general description of your Jet Engine Blade Tip and Case Match Grinding Cell product(s) comprised of one (1) horizontal jet engine blade tip grinder and one (1) vertical jet engine stator grinder. The match grinding cell shall be capable of performing the blade tip, vane tip and shroud grinding process in accordance with and meeting the inspection requirements found in the associated engine technical repair manuals and Fleet Readiness Center East (FRCE) local specifications. Projected lead times and rough order of magnitude development and production costs for a potential future acquisition are required.






  1. An overview of your approach to obsolescence management to ensure that any newly fielded Jet Engine Blade tip and Case Match Grinding Cells would be sustainable and supportable over a minimum life cycle of twenty (20) years.






  1. An overview of your strategy/technology for developing engine specific Jet Engine Blade tip and Case Match Grinding Cell and your approach/ability to comply with GE Aviation Cleanliness Specification P4TF21. Clearance requirements for these grinding processes and subsequent quality control testing shall be defined as presented along with RFP Statement of Work.






  1. The Government will judge proposed grinder capability based upon proposed grinder specifications, including options. Proposed grinders that have not demonstrated an ability to perform the required tasks to the appropriate standards in a real world production environment shall not meet the selection criteria of the Government and shall be eliminated from competition. All proposals shall include evidence of existing grinders in the field successfully performing the required tasks specified for the unit.






  1. A written procedure for isolation of all energy sources on all equipment provided under this contract, in accordance with 29 CFR 1910.147, shall be provided by the contractor and included in the technical manuals.






  1. An overview of your Jet Engine Blade tip and Case Match Grinding Cell support maintenance philosophy including preventative and predictive maintenance tasks, including oil and vibration analysis and recommended intervals of tasks.






  1. An overview of your production capabilities to manufacture (1) one Jet Engine Blade tip and Case Match Grinding Cell. Provide details of the manufacturing facilities and equipment and a proposed delivery schedule strategy.






  1. An overview of your Jet Engine Blade tip and Case Match Grinding Cell concept of operations including any operator’s manual or calibration procedures for any developed or fielded systems if available.






  1. If applicable, provide information about any DoD contracts for your Jet Engine Blade tip and Case Match Grinding Cell products and what if any data products were developed and provided to the Government. Any commercial contracts or testimonials are also welcome. Please provide points of contact for any of these references.






  1. Provide information about your company/organization including a brief description of your company/organization, whether you are a small or large business, 8(a) status, hub zone status, veteran/women owned status and any pastor present Small Business Innovative Research (SBIR) awards related to your Jet Engine Blade tip and Case Match Grinding Cell or technologies.






  1. Provide any pertinent product datasheets.





12. Provide any additional information you think would be useful to consider in this RFI.

The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
