Description

The Energetic Materials Research Laboratory (EMRL) provides the information necessary to make decisions about the safe preparation, handling, and scale-up of homemade explosives. The purchase of an Optimax 1001 with an RX-10 for development of a modulated reactor system will enhance the EMRL’s capacity for handling large scale syntheses while the in-situ ReactRaman 802 and ParticleTrack G400 with iC FBRM probes will provide invaluable feedback on product quality. The Optimax and RX-10 will provide the EMRL with the ability to scale up synthesis with the same safety and confidence the lab personnel and customers have come to expect from the EasyMax 102. Additionally, the software that runs the EasyMax 102, Optimax 1001, ReactRaman 802 and ParticleTrack G400 probes, RX-10, are completely interoperable allowing data to be readily displayed together in real-time. This interoperability makes the probes and peripherals of the EasyMax 102, RX-10, and Optimax 1001 interchangeable, allowing currently purchased and newly purchased probes and peripherals to be used across the suite of instruments while also providing a backup if one were to break or malfunction.





DHS requires the acquisition of a new Optimax 1001 equipped with an in-situ ReactRaman 802 and ParticleTrack G400 with iC FBRM and a RX-10 reactor control system.





The following salient characteristics are required for the Optimax 1001:






  • Operating Volume: 250 mL – 1,000 mL

  • Temperature Range: -40 °C – 180 °C

  • Unit shall not require oil or ice baths, or a cryostat to achieve full temperature range

  • Unit shall have a solid state thermostat

  • Unit must be capable of heat flow calorimetry

    • Unit shall provide for investigation under isothermal and non-isothermal conditions

    • Allows measurement of heat data

    • Allows calculation of heat of reaction, reaction enthalpy, specific heat capacity, heat of dosing and accumulated heat

    • Provides a measurement of the overall heat transfer coefficient

    • Must require no permanent heater active within the reaction mixture that could create hotspots of overheating



  • Unit shall include software that allows for either PC or touchpad control of the system and that allows for the collection and identification of reaction data.

    • Includes a chemical database available to store information such as chemical formula, boiling point, molecular weight, density, specific heat

    • Runs under Windows 10 (64bit)

    • Ability to export all graphical elements, spectra, and trends to a common data format



  • Unit shall include four (4) syringe based automated dosing units (expandable to at least 4) to allow for the automated dosing of up to 4 reagents

  • Unit shall include (2) 50 mL syringes

  • Unit shall include (2) 25 mL syringes

  • Unit shall include (4) 3-way dosing adapter sets

  • Unit shall include a reactor set which consist of

    • (1) 250 mL glass reactor with cover

    • (1) 500 mL glass reactor with cover

    • (1) 1000 mL glass reactor with bottom drain valve and glass cover



  • Unit shall include (2) complete pitched blade stirrers which consist of

    • Stirrer motor with coupling

    • Height adjustment

    • Stirrer adapter with sealing ring

    • Clamping nut

    • Chuck

    • Washer for stirrer adapter

    • (1) 250 mL glass stirrer

    • (1) 500-1,000 mL glass stirrer



  • (2) Emergency Button

  • (4) Temperature sensors

  • On-site Training, Installation, Setup and Configuration and all associated costs (i.e., travel) shall be included

  • Full repair and preventative maintenance coverage for 2 years from the date of installation must be included

  • Must include or allow for future expansion for IR/Raman spectroscopic measurements of synthesis products in situ.

  • Free Training for the life of the instrument

  1. PERFORMANCE OBJECTIVES



In order to achieve the goals stated (Section 2. SCOPE) the TSL is interested in the acquisition of a Large Scale Automated Lab Reactor Systems and Equipment with the following performance objectives.






  1. That can perform the syntheses of explosives remotely and automatically.

  2. On-site setup, calibration, and training.

    1. Manufacture shall include free training for the life of the instruments



  3. A 2 year on-site warranty, including Preventative Maintenance service. The Contractor shall perform service and maintenance in accordance with the terms defined in the applicable purchase agreements. Service is to be performed by the original equipment manufacturer (OEM) or OEM-trained and authorized personnel. The instrument(s) to be covered under this contract may be found in the SCOPE.

  4. The warranty will start upon contract award per the terms specified in the corresponding agreement OR after the covered instrument(s) have been delivered and installed and are determined to be in good operating condition.

    1. If pre-inspection is required, it will be performed at no cost to the government.



  5. Service to include but is not limited to the following:

    1. Perform one annual preventative maintenance including a standard PM kit per OEM SOPs and guidelines per instrument per year

    2. The contractor will provide on-site hardware troubleshooting as necessary with a targeted response time of 3 days or less for any covered instrument.

    3. Unlimited corrective maintenance (CM) visits with a targeted response time of 3 days or less for any covered instrument.

      1. Contractor shall provide on-site hardware troubleshooting and repair as necessary with a targeted response time of 3 days or less for any covered instrument.



    4. Inclusion of all labor, travel, living expenses (as applicable), and replacement consumables/parts required to complete any service shall be covered/provided by the Contractor.

      1. When permitted by the terms of the agreement, brand new, genuine OEM consumables are required for all PM and CM visits; no third-party substitutes will be allowed.

      2. As needed, brand new, genuine OEM or OEM-approved refurbished parts are required for all PM and CM visits; no third-party substitutes will be allowed.



    5. Any repairs, calibrations, or adjustments performed shall be to the OEM specifications and tolerances.

    6. If applicable, the agreement shall include the calibration of any units undergoing service.



  6. If applicable per the terms of the agreement, any appropriate instrument shall undergo an operational and/or performance qualifications per the OEM procedures and specifications.

  7. Software and firmware updates upon request and in conjunction with a scheduled PM or CM visit (updates are defined as changes of the existing software version that are intended to improve its performance)

  8. Priority status for technical support inquiries with a targeted immediate response time Monday to Friday during normal business hours (See Section 4). An OEM or OEM-trained individual will be available conduct diagnosis and CM procedures using the latest support tools provided by the OEM.

    1. Contractor shall provide telephone support at no additional cost in order to isolate and resolve any covered issues.
