Description

The Federal Aviation Administration (FAA) at the William J. Hughes Technical Center (WJHTC) is establishing a Qualified Vendor List (QVL) for construction projects to be performed at the WJHTC in Atlantic City, NJ, and Elwood, NJ, and at the Cape May County Airport in Cape May, NJ. The FAA’s WJTHC Construction QVL is a list of pre-screened, qualified contractors who will be available to perform required services for recurring construction-related projects that cannot be defined at the time of establishment of the Construction QVL.



The WJHTC Construction QVL will consist of the following QVL categories and respective NAICS codes:



• Category 1 – General Construction – NAICS code 236220 Commercial and Institutional Building Construction

• Category 2 – Mechanical / HVAC-R – NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors

• Category 3 – Plumbing – NAICS code 238220 Plumbing, Heating, and Air-Conditioning Contractors

• Category 4 – Fire Protection and Suppression – NAICS code 238210 Electrical Contractors and Other Wiring Installation Contractors

• Category 5 – Electrical – NAICS code 238210 Electrical Contractors and Other Wiring Installation Contractors

• Category 6 – Telecommunications – NAICS code 237130 Power and Communication Line and Related Structures Construction

• Category 7 – Roofing – NAICS code 238160 Roofing Contractors

• Category 8 – Asbestos / Lead Remediation – NAICS 562910 Remediation Services

• Category 9 – Mold Remediation – NAICS 562910 Remediation Services

• Category 10 – Duct Cleaning Services – NAICS 561790 Other Services to Buildings and Dwellings



The QVL will be in effect for approximately 10 years from the date it is established (estimated 31 May 2024). Vendors who are evaluated as qualified will be added to the QVL and issued a Basic Ordering Agreement (BOA) that establishes the terms and conditions that apply to all orders awarded under the BOA. Individual projects will be competed among qualified vendors in the applicable QVL categories. All projects will be Firm-Fixed-Price.



This SIR is limited to vendors who are classified in www.sam.gov as a Small Business under the applicable NAICS code for the QVL category for which they seek to qualify.



It is the FAA’s intent for projects awarded under the QVL with an estimated value up to $250,000 to be set-aside competitively for Small Disadvantaged Businesses (SDBs). However, when appropriate, in accordance with the AMS, COs may competitively or noncompetitively award individual procurements in accordance with AMS dollar thresholds to Small Businesses, Socially and Economically Disadvantaged Business (SEDB) 8(a)s, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Women-Owned Small Businesses (WOSB), and/or Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). Vendors are encouraged to review their SDB self-certification in www.sam.gov and update appropriately.



Vendors on the current WJHTC Construction QVL must submit proposals if interested in qualifying for the new WJHTC Construction QVL. Current WJHTC Construction QVL vendors will NOT be grandfathered into the new QVL.



All questions regarding this SIR must be submitted in writing via email to the Contracting Officer at sarah.e.mccarty@faa.gov by 4:00 PM Eastern Time on 30 January 2024. Reference “692M15-24-R-00005 WJHTC Construction QVL” in the email subject line.



Offers must be submitted via email to the CO at sarah.e.mccarty@faa.gov no later than 4:00 PM Eastern Time on 20 February 2024. Reference “692M15-24-R-00005 WJHTC Construction QVL” in the email subject line.



Vendors must be registered in www.sam.gov to be eligible for award. Contact the SAM help desk for assistance with all SAM issues.



This announcement does not obligate the Government to award any effort resulting from this Solicitation/Screening Information Request (SIR). The FAA will not pay any costs associated with responding to or providing a submission in response to this posting.



692M15-24-R-00005 is attached below along with all applicable attachments, as outlined in Section J of the SIR. Note: Attachment 2 Vendor Master Safety and Health Plan is not attached below as it is proposed by each vendor; the Plan will be incorporated at award of each qualified vendor's BOA.



The Acquisition Management System (AMS) applies to Federal Aviation Administration (FAA) in place of the Federal Acquisition Regulation (FAR) and various other provisions of Federal acquisition law.



Proposals that are submitted after the SIR closing date and time, are incomplete (e.g., failure to submit all required information for Volumes 1, 2, and 3), or do not comply with the terms of the SIR (e.g., not a Small Business for the QVL category proposed for) may be considered non-responsive, may not be evaluated, and may be ineligible for award.
