1. This is a Combined Sole Source Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals and a written solicitation will not be issues.

The United States Coast Guard Training Center Cape May (TCCM), Cape May, NJ intends to award a Firm Fixed Price (FFP). The requirement is to purchase a 2 7 x 14 enclosed Trailers Per the attached Statement of work.

The solicitation number is 70Z04923Q000146 and issued as a Request for Quotation (RFQ).

This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13.

THE EVALUATION STRATEGY IS LOWEST PRICE TECHNICALLY ACCEPTABLE.ALL QUOTES ARE REQUIRED TO BE ON A BUSINESS LETTERHEAD TO INCLUDE A BREAKDOWN OF ESTIMATED MATERIALS NEEDED, LABOR, MAN HOURS, AND COSTS TO PROVIDE THE PRODUCT.

THE GOVERNMENT WILL AWARD A PURCHASE ORDER RESULTING FROM THIS SYNOPSIS/SOLICITATION TO THE RESPONSIBLE VENDORS WHOSE QUOTE CONFORMS TO THE SOLICITATION AND WILL BE MORE ADVANTAGEOUS TO THE GOVERNMENT, PRICE AND OTHER FACTORS CONSIDERED.

2 .FAR 52.212-1 Instructions to Offerors-Commercial Products (Mar 2023). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3)Unique Entity ID 4) Pricing, and Delivery information, 5) Offerors are instructed to include a completed copy of Federal Acquisition Regulation

3. (FAR) 52.212-3, "Offerors Representations and Certification--Commercial Items (DEC 2022)" and Alt 1 included with their quotation (the provision is attached), and be registered with Online Reps and Certs, https://www.SAM.gov.

4. FAR 52.212-2 Evaluation-Commercial Items (Nov 2021). - This is a commercial item acquisition. The evaluation and award procedures in FAR 13.106 apply. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will evaluate offers and make award to the lowest priced technically acceptable offer that is responsive to the terms of this solicitation.

5. FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Dec 2022)

The Contractor shall comply with the FAR clauses in this paragraph (b) that the contracting officer has indicated as being incorporated in this contract by reference to implement provisions of law or Executive orders applicable to acquisitions of commercial items.

QUOTES SHALL BE SUBMITTED NO LATER THAN 22 JUNE 2023 by 2:00 pm Pacific standard time.

As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG’s public notice requirements.
