DESCRIPTION



The purpose of this market survey is for the government to identify potential competitive sources of supply for propellants used in precision small caliber ammunition.



The United States (U.S.) Army Contracting Command – New Jersey (ACC-NJ) on behalf of the Office of the Project Manager for Maneuver Ammunition Systems (OPM-MAS) is requesting industry commercial product information regarding the United States Government (USG) need for 300,000 pounds (lbs.) per year. The propellant will be used in calibers 6.5-millimeter (mm) Creedmoor up to and inclusive of .338 Norma Magnum (NM). The USG is interested in temperature-stable propellants with low muzzle velocity variation and low ammunition dispersion.



SUBMISSION INSTRUCTIONS:



Responses shall be submitted electronically via email to Alexander Alvarez, alexander.alvarez13.civ@army.mil, and David Schutzer, david.e.schutzer.civ@army.mil at ACC-NJ, no later than 3:00pm Eastern on November 23, 2023. Interested companies should respond by providing the Government the following information:




  1. Describe your company’s product portfolio and indicate which propellants would be applicable to small caliber precision ammunition.

  2. Product specification sheets, product information, brochures, and any other descriptive material. Specification sheets and product information.

  3. Company name, address, and website URL (if applicable).

  4. Point of Contract, telephone number, and email address.

  5. Unique Entity Identifier (UEI), Commercial and Government Entity Code (CAGE), and business type/size (based on NAICS 332993 – Ammunition Manufacturing – Direct Fire Caliber Precision Munitions). If a small business, please indicate any applicable socio-economic status such as: Small Disadvantaged Business (SDB), Service-Disabled Veteran- Owned Small Business (SDVOSB), 8(a), HUB Zone, etc.

  6. Physical characteristics (e.g., ball, flake, or stick).

  7. Description of your company’s manufacturing capabilities and experience developing propellant technology.

  8. Rough order of magnitude pricing.

  9. What is the availability and lead time for propellant delivery?

  10. How is the domestic and international supply chain managed?

  11. A brief summary of your company’s capabilities (to include organizations, description of facilities, equipment, capacity, and personnel).

  12. Information on how your company validates the quality and performance of your company’s products.

  13. Point of contact for further questions.
