Description

The Federal Aviation Administration’s (FAA) Structures & Propulsions Branch (ANG-E28) has a requirement for an Environmental Simulation System (ESS) for Electrical Propulsion System Testing in accordance with the attached FAA Statement of Work (SOW). The ESS is required at the William J. Hughes Technical Center in Atlantic City, New Jersey.



The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the Request for Quotation (RFQ) are solely at the interested vendor’s expense.



This competitive procurement will be set aside for small businesses, utilizing the Lowest Price Technically Acceptable (LPTA) procedures. The NAICS code for this requirement is 334513 for Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with a size standard of 750 Employees.



It is anticipated that a Firm Fixed-Price purchase order will be made to the offeror with the lowest-price, technically acceptable quotation. In order for the offer to be technically acceptable, offerors must meet the minimum requirements outlined in the attached FAA Statement of Work (SOW).



Along with the quotation, the offeror must complete the representation in Section C of 3.6.4-24 Covered Telecommunications Equipment or Services- Representation and include the completed representation in their response. NOTE: The offeror is not required to complete the representation in 3.6.4-22 if the offeror represented that it does not provide covered telecommunications equipment or services as part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument in provision 3.6.4-24 Covered Telecommunications Equipment or Services – Representation.



Potential offerors are hereby notified if an award is made, the resulting award will include Buy American Act Clause 3.6.4-2.



All potential vendors must be registered in the System for Award Management (SAM) website (www.SAM.gov) for consideration of this award. Please provide the Unique Entity ID (generated by SAM.gov) & Federal TAX ID number associated with your SAM registration. This information will be used by the Contracting Officer to verify that the offeror is registered in the SAM database. Existing registered entities can find their Unique Entity ID by following the steps here. New entities can get their Unique Entity ID at SAM.gov and, if required, complete an entity registration.



OFFERS ARE DUE NO LATER THAN 5:00 P.M. (EST) ON FRIDAY, JANUARY 20, 2023. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. All submittals must be directed to the Primary POC, Paul R. Rosengrant (Paul.R.Rosengrant@faa.gov), and the Secondary Point of Contact, Andy CTR Montesinos (Andy.CTR.Montesinos@faa.gov). Please provide estimated lead-time for delivery and include freight charges (if applicable) in your quotation. Freight Charges must be a Not-to-Exceed (NTE) amount and a bill of lading/receipt will be required to be submitted with invoices. Only actual freight charges will be reimbursed up to the NTE amount.
