FY25 Concrete and Paving Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL) Sources Sought

Purpose/Description:

This Sources Sought notice is issued for planning purpose only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Small Business set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned.

The 87th Contracting Squadron (87 CONS) - JB MDL, NJ is conducting market research to determine the existence of interested Small Business sources for North American Industry Classification System (NAICS) Code 237310– Highway, Street, and Bridge Construction. The small business size standard is $45M. The government requests that interested parties respond to this notice if applicable and provide the requested information in Part I and Part II below.

The purpose of this Sources Sought notice is to obtain information on qualified and experienced contractors interested in providing proposals. The work consists of furnishing all labor, materials, equipment, transportation, fuel, supervision, and permits required for concrete and paving. This contract is for the repair of existing concrete and installation of new horizontal and vertical concrete work, asphalt paving, excavation, asphalt removal, leveling, grading, compaction, aggregate, applying tack coats, pavement striping, any associated utility work required by the contract area, utility mark outs, and secondary electric mark outs for JB MDL, as specified by individual task orders, in accordance with the technical specifications.

In accordance with FAR 36.204, the estimated magnitude of this construction project is: More than $10,000,000.

Part II. Survey Questions

1. Please submit details on your ability to perform in accordance with the DRAFT Statement of Work. Details may be in the form of a brief, succinct current or past performance efforts, or any others means necessary/applicable.


2. Please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners.
