Project Introduction

The City of Trenton is issuing this Invitation to Bid for loading, transportation, and disposal services for concrete located at the Clinton Commerce Center Site located at 780 North Clinton Avenue in Trenton, New Jersey (the Site). The Site is tracked under New Jersey Department of Environmental Protection (NJDEP) Program Interest No. G000004885. The current Licensed Site Remediation Professional (LSRP) of record is John Musco of Langan. The Site is currently owned by the City of Trenton and is part of an effort to redevelop several contiguous properties along the Assunpink Creek into recreational areas and greenways, referred to as the Nottingham Greenway Project.

A large pile of concrete debris is located south of Building 28 that is comprised of concrete from demolished structures on site. The pile is estimated to contain 900 tons of concrete.
A total of seven samples have been collected to characterize the concrete.

  • On August 2, 2019, three five-point composite samples were collected from the concrete pile by Ecoterra Consulting of Piscataway, New Jersey. Samples were analyzed for full Target Compound List / Target Analyte List analyses with a library search for 30 tentatively identified compounds (TCL/TAL+30), New Jersey Extractable Petroleum Hydrocarbons (EPH), hexavalent chromium, and trivalent chromium. No exceedances of New Jersey Department of Environmental Protection (NJDEP) Residential Direct Contact Remediation Standards (RDCSRS) or Non-Residential Direct Contact Soil Remediation Standards (NRDCSRS) were reported. Analytical results are available via link (see Section 2.0).
  • On November 10, 2021, four five-point composite samples were collected from the concrete pile by PARS Environmental. Samples were analyzed for TCL/TAL+30 and EPH Category 2. Since total chromium was not reported above 20 mg/kg, no analyses for hexavalent chromium was conducted. No exceedances of NJDEP RDCSRS or NRDCSRS were reported. Analytical results are available via link (see Section 2.0).

Pre-Bid Meeting

A Pre-Bid Meeting is scheduled at the Project Area, 780 North Clinton Avenue on APRIL 13, 2023, at 10:00 A.M. Attendance at the Pre-Bid Meeting by prospective respondents is highly encouraged, but not mandatory. Although the meeting is non-mandatory, respondents will be held responsible for incorporation of existing conditions, which may be discoverable at the Pre-Bid Meeting into their pricing.

The Consultant will be held to have examined the Project Area before submitting a Bid for the work and to be fully aware of the existing conditions under which the work will be done or that will in any way affect the work under this contract. No allowances will be made in this connection for error or negligence on the part of the Consultant.

The City will respond to questions it considers appropriate to the Bid and of interest to all Proposers but reserves the right not to respond to any question. Interpretations of the Bid will be in the form of an Addendum to the Bid. All such addenda shall become part of the Contract and all Respondents shall be bound by such addenda. The City reserves the right, in its discretion, to revise responses to questions after posting, by posting the modified response.
No oral response to any question by any City employee or agent shall be binding on the City or in any way considered to be a commitment by the City.

Revisions, Interpretations or Addenda – APRIL 27, 2023

Subsequent to issuance of this Bid, the City may modify, supplement or amend the provisions of this Bid in order to respond to inquiries received from prospective Respondents or as otherwise deemed necessary or appropriate by (and in the sole judgment of) the City of Trenton.
