PRE-BID MEETING

A Pre-Bid Meeting is scheduled at the Project Area, 191 N Olden Avenue on TUESDAY, MARCH 21, 2023, at 2:00 P.M. Attendance at the Pre-Bid Meeting by prospective respondents is highly encouraged, but not mandatory. Although the meeting is non-mandatory, respondents will be held responsible for incorporation of existing conditions, which may be discoverable at the Pre-Bid Meeting into their pricing.

The Consultant will be held to have examined the Project Area before submitting a Bid for the work and to be fully aware of the existing conditions under which the work will be done or that will in any way affect the work under this contract. No allowances will be made in this connection for error or negligence on the part of the Consultant.

PROJECT INTRODUCTION

The City of Trenton is issuing this Invitation to Bid to remediate historic fill at the Powerhouse Site located at 191 North Olden Avenue in Trenton, New Jersey (the Site). The City of Trenton conducted substantial remedial investigations and remedial actions at the site under NJDEP oversight circa 1999 through 2018. A remedial investigation has confirmed that on-site soils have chemical and physical properties consistent with historic fill that is present throughout the entire Site. Five Areas of Concern (AOC) have already been addressed and the remaining AOC, historic fill (AOC 5), will be remediated by completion of the following tasks:
• Task 1: Kickoff Meeting
• Task 2: Health & Safety Plan
• Task 3: Permitting
• Task 4: Mobilization and Demobilization
• Task 5: Removal of trees, branches, tires, and debris
• Task 6: Concrete Repair, Removal and Characterization
• Task 7: Repair / Replacement of Site Fencing
• Task 8: Provision and Installation of Bollards and Chains
• Task 9: Vegetated Cap Installation (12” Thickness)
• Task 10: As-Built Survey
• Task 11: Monitoring Well Abandonment
• Task 12: Project Management and Administration
• Task 13: Alternative- Removal and disposal of Interior debris

Purpose

The primary goal of the project described in the Bid is to install engineering controls in accordance with New Jersey Department of Environmental Protection (NJDEP) regulations and under the oversight of Licensed Site Remediation Professional (LSRP) as part of the site closure strategy. The LSRP will approve or verify the elements of work including but not limited to concrete characterization, fence placement, installation of bollards/chains, concrete engineering control, vegetative cap, materials, and monitoring well abandonment.
