Description

SYNOPSIS



The 108th Wing intends to issue a request for quote (RFQ) for a commercial service of C-32B (757-200) Emergency Evacuation training. The contractor shall conduct C-32B (757-200) Emergency Evacuation training (EV01). The training class will normally consist of 5 to 12 crew members per class, with an estimated 3 classes required each year taught by a fully qualified Federal Aviation Administration (FAA) certified instructor. The contractor shall provide a motion-based simulator with the ability to train in a reduced visibility environment. The simulator will include simulated emergency situations with interior and exterior simulated visual cues. The contractor will provide an on-site water survival facility. This facility must be able to replicate environmental factors, have a semi-submersible aircraft fuselage and a helicopter rescue hoist simulator. The contractor will provide an aircraft fuselage for fire combating training environment.



A formal solicitation will be issued on or around 15 May 2023. The solicitation will result in a single, firm-fixed price contract. The contract will be awarded with a base period of 1 August 2023 - 31 July 2024, with four, twelve (12) month option periods to follow. The total period of performance, given all options exercised, will be 1 August 2023- 31 July 2028.



The North American Industry Classification System (NAICS) code is 611512, Flight Training, and the small business size standard is $34.0M. This acquisition will be solicited via SAM.gov using full and open competition.



A formal RFQ will be issued via SAM.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking SAM.gov to obtain the solicitation and any amendments or other information pertaining to the solicitation. All offerors MUST be registered in the System for Award Management (SAM) database or their proposal MAY NOT be considered for award.
