The Consumer Financial Protection Bureau (CFPB) intends to make an award to Trivue Entertainment, 45 Mountain Dr, Watchung, NJ 07069, on a sole source basis, under the authority of FAR 6.302-1 for the production of a Spotlight On educational short in support of the Office of Financial Education’s Youth Financial Education Programs.

2.Description of Action:
Purchase of “Spotlight On” educational short for airing on PBS.
3. Description of Supplies/Services:
Scripting, shooting, editing, and production of a 4-6 minute video for the "Spotlight On" educational short program (PBS) Includes Nielsen tracking for the first 3 months and guarantee 500 national airings.
A CFPB Spotlight On program will be contractually guaranteed to achieve at least 500 national airings and be seen by 3 million+ viewers, nationwide. Airings are tracked for a three-month period, and a Stations Audience Audit Report of our results is issued documenting the stations that aired your program, total number of broadcasts, as well as number of primetime vs. non-primetime airings, total number of viewers and market share. Historically programs well exceed the 500 airings, usually airing 800 to 950 broadcasts with 40-60% during prime time.

Based on market research results for the Youth Financial Education program the "Spotlight On" educational short will reach a specific market segment for Youth Financial Education information. Trivue Entertainment (production company for "Spotlight On" educational shorts) is the only company that produces these segments for PBS.

Only one company produces these segments necessary to reach the specific targe audience.

The program office will continue market research and networking to identify other opportunities to increase the visibility of Youth Financial Education programs.
