Princeton Plasma Physics Laboratory (PPPL) a Department of Energy (DOE) National Laboratory and Federally Funded Research and Development Center (RDC) operated by The Trustees of Princeton University, wishes to notify all interested and capable firms of a potential upcoming solicitation for Specialty Gas Storage and Delivery System Engineering Installation and Commissioning Services efforts
A vital element in fulfilling the role and mission of the laboratory is to provide a single point of contact (Project Manager) for any communication between PPPL and the Subcontractor to all projects across the PPPL portfolio. The Work Elements comprises of multiple categories Project Management, Gas Delivery System Engineering, Mechanical and Controls Design, Inspection and Testing, Analytical Testing, High-Precision Welding Services, and System Safety Assessments. Please reference the attached draft of the PPPL Statement of Work for additional information.
PPPL intends on awarding an Indefinite Delivery Indefinite Quantity (IDIQ) subcontract with Firm-Fixed Price (FFP) and Time & Materials (T&M). The single award, if any and at PPPL’s sole discretion, will be made to the qualified and responsible Offeror submitting a proposal evaluated to offer the Best Value. Best value will be determined by a tradeoff analysis of comparative differences in the value of technical merit with differences in cost / price. PPPL is more concerned with obtaining superior technical and management features than with making an award at the lowest overall cost / price.
In addition, the forthcoming solicitation will include an Initial Task Order which is anticipated to be the first Task Order awarded under the new IDIQ. Please reference draft of the PPPL Statement of Work, Initial Task Order Building Commissioning Services.
