(1) INTRODUCTION





This survey is being conducted in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. All responses to this market survey will be used for informational purposes only. The Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals at this time.





The FAA intends to award a zero-dollar contract to a qualified, capable vendor (see, Attachment 1 – Relevant Background Information for further details); however, this announcement is not intended to guarantee procurement of a service and will not be construed as a commitment by the Government to enter into a contract.





The Federal Aviation Administration (FAA) Center Operations Division (ANG-E) at the William J. Hughes Technical Center (WJHTC) is soliciting information from vendors to identify responsible, capable sources for providing quality food, wholesomely prepared, at reasonable prices to a professional campus.





A food service vendor will be needed to operate a full-service cafeteria, providing all necessary management, supervision, professional services, personnel, labor and material to provide breakfast and lunch services for on-site employees of the WJHTC. (see, Attachment 1 – Relevant Background Information for further details).





The FAA has interests in modernized cafeteria services and areas of innovation for possible expansions of service(s). For example:




  • Web-based and/or mobile ordering

  • Delivery service to buildings located on WJHTC campus

  • To-go dinner service

  • Self-checkout options during and after normal hours of operation

  • Food truck service for special events

  • Specialty coffee offerings





The Contractor will be responsible for procuring, storing, preparing, and serving all articles of food and beverages. The Contractor must assure that adequate supplies of condiments, plastic flatware, and napkins are available at all times. Consistent with AMS 3.6.3.3, the Contractor must make every effort to procure environmentally accepted and/or recyclable containers, utensils, etc. to adhere to Technical Center recycling requirements. The Government will provide and maintain the Cafeteria space and equipment. The Contractor will be responsible for cleaning the Cafeteria space and equipment.







(2) SUBMITTAL REQUIREMENTS FOR MARKET SURVEY



In response to this market survey please provide a capability statement addressing the following:





(a) Summary of your firm’s capability and approach in providing food services as set forth in Attachment 1– Relevant Background Information.



(b) Summary of your firm’s approach and service offerings to address the current lower onsite population on Monday and Friday, than Tuesday, Wednesday, and Thursday, as noted in Attachment 1 – Relevant Background Information.



(c) Examples of corporate experience for similar work, including customer name, project dates, customer point of contact, contract number, and description of work performed.



(d) Your firm’s capabilities to provide delivery service within the campus, which may entail making daily bulk breakfast and lunch deliveries to designated building drop off locations.



(e) Innovated food service capabilities for the FAA to modernize cafeteria services.



(f) Whether your firm currently offers or has access to online computer platform and/or mobile application food ordering capabilities. If you do not currently offer mobile or online ordering capabilities, provide a summarized plan of how you will incorporate this service.



(g) Sample menu ideas with consideration given to a variety of heathy and international cuisine choices.



a. Specify frequency of menu variations.



(h) Your firm’s capabilities to provide food truck service to the WJHTC campus for special events.



a. Specify whether food truck services will be provided by a subcontractor/partner or solely by your firm.



(i) Your firm’s capabilities to provide to-go dinners.



(j) Your firm’s capabilities to provide specialty coffee options.



(k) Your firm’s capabilities to provide snacks and coffee via self-checkout outside normal hours of operation.





Respondents must include point of contact information including name of company, contact name, telephone number, email address and mailing address. Respondents must also provide the firm’s business classification size. Capability statements should not exceed ten (10) pages in length.







(3) STANDARD LANGUAGE



(a) A price for this requirement is not being solicited at this time.



(b) All potential vendors must be registered in the System for Award Management website (https://beta.sam.gov/content/home) for consideration of this award;

(c) Potential sources are cautioned that further public announcements may not be provided;



(d)This is not a Screening Information Request or Request for Proposals of any kind;



(e) The FAA is not seeking or accepting unsolicited proposals;



(f) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey, and responses will not be returned;



(g) Any costs associated with the market survey submittal are solely at the interested respondent’s expense;



(h) The FAA reserves the right to reject, in whole or in part, any input as a result of this market survey;



(i) Respondents should note that the FAA reserves the right to communicate with one or more respondents at any time during the solicitation process.



(j) Questions and answers that clarify the details of this market survey may be provided to all respondents; however, the source of questions will not be identified.



(k) Respondents will not be notified of the results of this survey or results of information submitted; and



(l) Any confidential or proprietary information submitted in response to this announcement must be marked accordingly by the respondent. Such information will not be disclosed outside of the acquisition team.
