Description

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst in support of the Prototype, Manufacturing, and Test Division is seeking sources that can provide a Combustible Powder Storage Container for the Advanced Manufacturing and Prototype Engineering Branch. Scope of work as follows:




  1. Scope


    1. Purpose





The purpose of this Statement of Work (SOW) is to identify the requirements for a combustible powder storage container which will house the branches supply of combustible metal powder. The container will be placed on a concrete pad at the location outlined below. The concrete pad will be installed by a separate vendor.




  1. Requirements


    1. Dimensions





The storage container shall be approximately 26 feet long by 8 feet wide by 8 feet tall.






    1. Fire Rating





The storage container shall be 4 hour fire rated.






    1. Fire Suppression System





The storage container shall have a Class D dry chemical fire suppression system. The design of this system shall be one of the following, with the first being priority:



1. Automatic fire detection and suppression system capable of detecting a fire and releasing the Class D dry chemical fire suppression material within the storage container in accordance with applicable fire and safety standards



2. Placement of manually operated Class D fire extinguishers inside/outside the storage container in accordance with applicable fire and safety standards






    1. Fire Alarm





The storage container shall have a remote fire alarm capable of detecting a fire, producing an audible alarm, and relaying the alarm status to the on-base fire station.








    1. Temperature Controls





The storage container shall have environmental controls capable of heating and cooling to maintain a consistent adequate temperature inside.






    1. Interior Lighting





The storage container shall have interior lighting bright enough to safely facilitate normal working conditions. Conditions include, but are not limited to, reading and writing, lifting, stacking, and moving powder containers.






    1. Electrical





The storage container shall have the necessary interface for 100 Amp, 150 Amp, or 200 Amp three phase or single phase service to sufficiently power fire alarm system, environmental controls, and lighting.






    1. Shelving/Cabinets





The storage container shall facilitate optimal storage of powder canisters containing different metal powders. Each powder canister measures a maximum of 11 inches in diameter by 10 inches tall. The storage container shall be able to store a maximum of 5000lbs of powder. The design shall be one of the following:



1. 3 tiers of shelves, the layout of which shall maximize the total amount of shelf space and include designated shelving for each type of metal powder



2. OSHA & NFPA rated high visibility flammable storage cabinets, the layout of which shall maximize the total amount of cabinet space and include designated cabinets for each type of metal powder






    1. Door and Ramp





The exterior door of the storage container and ramp leading up to it must be able to accommodate a hand cart with a width of 30 inches and a height of 40 inches.






    1. Signage





The storage container shall have signage on at least two sides detailing the general contents of the storage container, the hazardous nature of those contents, and the use of Class D fire extinguishers should a fire occur.


















    1. Location







The vendor shall place and install the storage container on a pre-constructed concrete pad with dimensions 24” wider and 24” longer than the storage container. The location will be determined by the NAWCAD Advanced Manufacturing & Prototype Manufacturing Branch.








    1. Technical Data





The vendor shall include drawings and technical data to facilitate the short and long term installation and maintenance of the storage container by the Government.






    1. Freight Charge





The vendor shall include the freight and installation charge of the storage container for delivery to Highway 547 Joint Base MDL Lakehurst NJ 08733.

Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
